The hands don't have a lot of muscle tissue and fat and have poor circulation due to the fact they are not moving while cycling, therefore they can be subject to the cold weather and get chilled and stiff rather easily. The pads sometimes have a gel in them that helps to lessen the impact of shock waves travelling through the arms when going over bumpy surfaces. Too much padding can lead to chronic injury similar to carpal tunnel. Thirdly, gloves are used for protection from falling.
Hands are the first body part if possible to hit the road and break the fall. To have some padding on the palms helps, but the main thing is to have the hand protected from skin injuries and scrapes which generally take a long time to heal.

Generally the thicker winter, or cold weather gloves are the most expensive as they have more material and more to them, but you can pick up a good pair for $70.
