In the main goals of our life are generally detected at the level specified as passive layer of goal-setting, go to the vital needs first. These needs are defined by society and immediate surrounding of people, these goals are generally referred to basic needs and wants and typically they are assumed to be common values for everyone. They typically are not the one chosen but rather forced to follow and assumed to be the mandatory for every personal adherence.

However there is another type of goals setting that are coming from the same basic needs, and it is true, they wondered not so much by creative leaders, as the law of increasing total demand of individual. Appearance of the common set of public goals coming from social threats of being left behind.



As for the goals coming from the problems, the problem analysis in the whole system of setting goals expressed very poorly. Prevalent complaint and resentment. No one seriously engaged in structuring the problem field, ie, competent problem-setting, identifying the relationships between them with access to the root problems and solutions which should begin to overcome those failures that do not give the reforms realized.

And last but not the least the active goal setting derives from the active targeting of personal needs and wants. It seems that there is considerable experience of mutual comparison, it just begs constantly stirring the personal and mass consciousness of citizens. The more they visit other countries more options to make a comparison an individual shall have it his disposal to conduct a quality analysis on his own make this comparison more acute and therefore valid and vivid. That will help define the goals with higher precision and therefore plan the actions and performance to achieve desired goal more strait to the purpose, with much less wondering. This is the most effective goal setting principle.

But this is where the real emptiness and suggests a huge demand at the same time, it was in the third group of objectives. The weakness of social creativity in the formulation of key values not only creates unwelcome uncertainty in life priorities, but also the risks to seize the initiative utopias and illusions.
